This first edition of Fire Department Safety Officer replaces the second edition of Fire Department Occupational Safety (aka "Safety").
This manual is intended to assist the company officer who is assigned the duties and responsibilities of a fire department health and safety officer.
It helps the health and safety officer become more aware of safety issues and regulatory guidelines in the everyday management of the fire department's safety and health program. Some of these duties include preventing or reducing incidents involving fatalities, injuries, exposures and enhancing the overall wellness of firefighters.
Safety Officer provides direction to the incident safety officer functioning within the incident management system, identifying and preventing unsafe acts, and correcting unsafe conditions at an emergency scene. This manual addresses the 1997 edition of NFPA 1521, "Standards for Fire Department Safety Officer". NFPA 1521 contains the suggested qualifications, roles, and responsibilities of the safety officer. The manual also addresses NFPA 1500, Standard on Fire Department Occupational Safety and Health Program, as it pertains to the duties and responsibilities of a fire department safety officer in establishing a safety and health program and in performing the duties as an incident safety officer.
NOTE: At the time this manual was produced, NFPA was considering eliminating the NFPA 1521 standard. The plan included dividing the information in NFPA 1521 between NFPA 1500 and NFPA 1021, Standard for Fire Officer Professional Qualifications. The final decision on this proposal was not available at the press time of this manual.
