Active Shooter/Hostile Event NFPA 3000

NFPA 3000, Active Shooter/Hostile Event Response (ASHER) Program 2024 ed.

Nationwide and around the globe, communities are facing an increasing number of tragedies involving active shooter and/or hostile events. The need for an integrated preparedness, response, and recovery program is greater than ever before.  Protect your community with NFPA 3000®. This standard addresses all aspects of the process, from identifying hazards and assessing vulnerability to planning, resource management, incident management at a command level, competencies for first responders, and recovery. The 2024 edition of NFPA 3000 emphasizes the importance of building a coordinated, multidisciplinary ASHER program.

Some changes to the 2024 edition include:

  • Requirement added for the appointment of an ASHER program committee to manage the development, implementation, and maintenance of the program.
  • Requirements added to define the need for all personnel involved in an ASHER program to meet the training requirements of the authority having jurisdiction's (AHJs) established incident management system.
  • Requirements for establishment of unified command (UC) at all ASHEs
  • Emphasis that the recovery phase is a critical component of the response to an ASHE, not a separate response, and includes examples of integration under the UC.
  • New annex added with additional resources to develop, implement and sustain an effective ASHER Program.
