Some changes to the 2024 edition include:

• Requirement added for the appointment of an ASHER program committee to manage the development, implementation, and maintenance of the program.
• Requirements added to define the need for all personnel involved in an ASHER program to meet the training requirements of the authority having jurisdiction's (AHJs) established incident management system.
• Requirements for establishment of unified command (UC) at all ASHEs
• Emphasis that the recovery phase is a critical component of the response to an ASHE, not a separate response, and includes examples of integration under the UC.
• New annex added with additional resources to develop, implement and sustain an effective ASHER Program.
